The VP-62 "Broad Arrows," a Navy Reserve Force unit based at NAS Jacksonville, Florida received the 2009 Department of the Navy (DoN)Safety Excellence Award Sept. 15 at a ceremony in Washington D.C.
The Safety Excellence Awards were established by The Honorable Gordon England, former Secretary of the Navy, to personally recognize Navy and Marine Corps commands that demonstrate extraordinary excellence by sustained mission success with simultaneous exemplary safety performance.
According to the commendation, VP-62 incorporated safety and operational risk management as top priorities in planning and executing its mission, resulting in remarkable safety successes despite the most demanding operational conditions. Achievements included: Reaching an extraordinary aviation milestone - more than 29 years and more than 96,260 flight hours of Class "A" mishap-free operations.
Zero Class "A," "B" or "C" flight or ground mishaps in fiscal year 2008.
Completion of 378 sorties totaling 1,318 flight hours and 3,427 man-days of operational support worldwide, including execution of missions for U.S. Southern Command, the 2008 Rim of the Pacific exercise, and USS George Washington (CVN 73) Pacific Fleet transfer.
The DoN Safety Excellence Award program objective is to promote excellence in mission readiness by mishap and hazard reduction through the implementation of effective safety programs, the full integration of operational risk management principles, and a sound safety culture.
Established in 1970, VP-62 is manned by Selective Reserves and full time support Sailors - and stands ready to respond in the event of wartime needs or national emergency. The Broad Arrows fly the latest P-3C (Aircraft Improvement Program) Orion aircraft and have operated from the NAF Lajes, Azores, Portugal, NAS Bermuda, NAF Natal, Brazil, Chile, NAS Souda Bay, Crete, Greece, Japan, NAS Keflavik, Iceland, Norway, NAS Coco Solo, Panama, Canal Zone, Peru, Portugal, NS Roosevelt Roads, PR, NAS Sigonella, Sicily, Spain and the United Kingdom. The overwhelming success of these deployments has demonstrated the Navy Reserve's ability to effectively operate and maintain front-line equipment in a challenging real-world environment.

CDR Shawn McGehee will relieve Cmdr. Scott Fuller as commanding officer of VP-62 July 11 at a change of command ceremony scheduled for 11 a.m. in Hangar 117. Commander, CPRW-11 Capt. Kyle Cozad, will be the guest speaker. With the charge " I relieve you, sir" McGehee will become the 28th commanding officer of the VP-62 "Broadarrows" which is under the operational control of CPRW-11. The squadron consists of 112 drilling Reservists and 55 full time support personnel. Broadarrow Reservists travel from seven states to train for operational missions in support of national defense and the global war on terror. McGehee, a native of Arlington, Va., graduated from the United States Naval Academy in 1991 with a Bachelor of Science Degree in Aerospace Engineering.
After completing primary naval flight officer (NFO) training in VT-10 at NAS Pensacola, Florida and advanced navigator training at Mather AFB, Calif., he earned his NFO wings in 1993. Following P-3C fleet replacement NFO training at VP-30 at NAS Jacksonville, Florida, he reported to the "War Eagles" of VP-16 for his first fleet tour. While at VP-16 he served as maintenance training officer, public affairs officer, assistant administration department head, NFO NATOPS officer and as the primary "Blue Card" NATOPS instructor for both the navigator communicator (NAVCOM) and tactical coordinator (TACCO) positions. Serving almost four years with the War Eagles, he made deployments to South America, the Mediterranean and the North Atlantic in the P-3C and P-3C Update III. McGehee reported to CPRW-11 in 1997 as aircraft improvement program (AIP) transition officer. After completing AIP fleet introduction training, he led the Tactical Support Center training and Command, Control, Communication, Computer and Intelligence (C4I) upgrades to support the P-3 community's first AIP aircraft.
He also served as mission control and evaluation officer, operational control center division officer, wing safety/NATOPS officer and as the CPRW- 11 representative on the Navy acquisition team for an advanced P-3 aircrew trainer. In 2000, McGehee left active duty service and reported to the VP-62 Broadarrows as a Selected Reservist. He also joined T r a n s W o r l d E x p r e s s Airlines as a Jetstream 3200 pilot. In April of 2004, he joined his current civilian employer, Southwest Airlines, as a Boeing 737 pilot. While at VP-62, he has served in numerous billets including long-range plans officer, avionics/armament division officer, assistant tactics department head and maintenance department head. In 2003, he accepted active duty for special work orders, becoming the full-time administration department head and then the full-time training department head.
He served as primary "Blue Card" NATOPS instructor for both the NAVCOM and TACCO positions and as the mission commander for Combat Aircrew 11, one of the first four Reserve AIP aircrews. They were recognized as the CPRW-11 Crew of the Quarter following their 2005 detachment in support of U.S. Central Command. As a Broadarrow, he has participated in detachments to Puerto Rico, Ecuador, Hawaii, Italy, Japan and Qatar supporting numerous operations including Joint Endeavor, Noble Eagle, Enduring Freedom and Iraqi Freedom. McGehee lives in St. Augustine, with his wife, Sherry and daughter , Natalie. Fuller led the Broadarrows to become the first Naval Reserve Force Patrol Squadron to master the P-3C AIP platform. As the most modern, relevant, surge-capable Reserve squadron in maritime patrol and reconnaissance history, the Broadarrows were the only Reserve P-3 squadron to employ AIP in three operational theaters — Atlantic, Southern and Pacific commands. Under Fuller's leadership the Broadarrows provided critical support to Fleet missions around the globe, including Hawaii for RIMPAC 2008. In 2009 VP-62 participated in Noble Manta 2009 from Sigonella, Italy and from Beja, Portugal. VP-62 also provided four combat aircrews to Comolapa, El Salvador in support of operations Carib Shield, Caper Focus and the Global War on Terrorism.
Fuller has received orders to OPNAV/ RPN in Washington D.C. VP-62 is the current Reserve Patrol Wing recipient of the Battle Efficiency Award, and has won the award from 2005-2008. VP-62 also was awarded the 2008 Safety "S" for outstanding safety and Blue "M" for medical readiness. Managing a heavy operational tempo in 2009, Fuller led VP-62 to surpass 30 years and more than 94,903 hours of mishap-free operations. Cmdr. Brian Carpenter has assumed duty as executive officer of the Broadarrows.

Patrol Squadron SIX TWO's (VP-62) formidable war fighting capabilities and mobilization readiness were achieved through a flawlessly executed training and operational plan. Maintaining qualified Aircraft Improvement Program (AIP) Combat Aircrews, VP-62 set the benchmark in crew readiness. VP-62 personnel were responsible for success at every stage of the initial development and creation of a Consolidated Maintenance Organization (CMO), a first within the Naval Aviation Enterprise (NAE). The Broadarrow's resolve allowed for the completion of its assigned mission of always providing three surge-ready aircrews in support of the Fleet Response Plan (FRP) for Commander, Patrol and Reconnaissance Wing ELEVEN (CPRW-11). VP-62 excelled in every endeavor, further proving itself as the premier maritime patrol squadron in the Naval Reserve. Our many accomplishments in 2007 include:
The squadron flew 1,752 hours and 500 sorties in CY 2007, successfully completing over 28 years and 93,672 hours of mishap-free flying. The squadron safely provided three continual "surge-ready" aircrews for on demand global support of the Navy's Fleet Response Plan.
VP-62 deployed personnel to two major theaters of operation completing 51 missions and 378.8 flight hours in support of CPRW-11, Southern Command and Pacific Command. Our efforts were an effective combination of both Combat Air Crew Detachments as well as Individual Augmentation in support of Active Duty commitments. This translated to VP-62 providing 1,170 man-days of direct support to Fleet units and joint forces while deployed throughout the skies above both foreign and domestic soil.
In August VP-62 sent three crews and a nine person Maintenance Detachment to participate in Valiant Shield 2007, the largest ASW Exercise in the Pacific Theater since World War II. The three crews flew a combined total of 15 missions, for over 110 hours of flight time, while gaining 26 advanced readiness qualifications. VP-62 crews were also credited with six confirmed Anti-Submarine Warfare (ASW) kills for the entire exercise.
VP-62 completed three two-week detachments to Comalapa, El Salvador, flying a total of 13 missions amassing 110.8 operational hours in support of Operations Caribbean Shield, Caper Focus and the Global War on Terrorism. During the last detachment in October, VP-62's Combat Aircrew FOUR located and tracked until end game a "go fast" which resulted in the seizure of 1.5 Metric Tons of cocaine.
VP-62 Selected Reservist maintenance crew's completed 45,756 man-hours of direct aircraft labor, averaging 16.1 maintenance man-hours per aircraft flight hour. The most notable attribute to this effort was not only zero Maintenance related Ground Mishaps, but also zero lost work days due to personal maintenance related injury.
The squadron completed an extremely successful VP-30 FNET NATOPS Unit Type II Evaluation in May, with an overall score of Satisfactory. 29 personnel received "Double 4.0s" and outstanding open/closed book exam scores of 3.88/3.73, respectively.
The squadron exemplified "Mission First, Sailors Always" through our mobilization, retention and advancement programs. We recognized Sailors with 241 personal awards, achieved outstanding promotion/advancement rates, promoted seven Officers, advanced eight E-7 through E-9, advanced 24 E-6 and below, selected four and executed three officer commissions and finally, selected two Officers for Aviation Commanding Officer billets.

Dear Reserve VP Alumni,
It is a distinct pleasure to welcome you to the Reserve VP reunion. Many of you have traveled great distances and arranged your busy schedules to attend this celebration with your shipmates; your presence truly makes this a memorable occasion. Thank you for coming.
This evening's event is a commemoration of our service to country, and the camaraderie we have attained through our common experiences. I'm confident it will afford each of you the opportunity to rekindle and share memories of times gone by, with much fondness and laughter.
Since their inception in 1970, Reserve Patrol Wing squadrons have played a significant role in the United States Navy's maritime strategies. You, the Citizen Sailors of yesterday and today, were and continue to be an indispensable component of our Navy. From both coasts of our great nation and everywhere in between, you and your shipmates left homes and careers behind, answering America's call. You flew and maintained the venerable P2 Neptune and P-3 Orion aircraft, training for missions and detaching worldwide. You leave behind a proud legacy. I congratulate each of you and I'm honored to call all of you "shipmates."
We must also remember to pay tribute to our families, for their sacrifice has been great. They, too, have borne the burden of service, and are most deserving of our gratitude. If your family is not present this evening, please pass to them my sincere thanks and admiration.
As this chapter in the annals of the United States Navy closes, let us remember that the legacy continues. The Navy you helped build remains strong, proud, and incredibly capable. Fair Winds and Following Seas!

Command History
Commander Reserve Patrol Wing (COMRESPATWING) became the Navy's largest Patrol Wing in January 1999 following the consolidation of the former COMRESPATWINGPAC located at Moffett Federal Airfield, CA and COMRESPATWINGLANT located at NAS Norfolk, Virginia. Commander Reserve Patrol Wing became responsible for the training, readiness and oversight of seven assigned Maritime Patrol Aviation (MP A) Squadrons, the Reserve Anti-Submarine Warfare Training Center (RA TCEN), three Weapons System Trainer detachments, and two Mobile Operations Command Centers (MOCCs). The Wing was an Echelon IV command under the administrative and operational control of Commander, Naval Air Force Reserve. The Command's mission served two primary purposes 1) achieve and sustain combat readiness ensuring the availability of combat ready units capable of immediate employment in the event of war or national emergency; and 2) provide operational support during peacetime. At its pinnacle, COMRESPATWING included over 2,500 Drilling Reservists and Full Time Support personnel operating and maintaining 45 P-3 "Orion" aircraft.
The birth of Reserve Patrol Wing can be traced back to a major restructuring of the Naval Air Reserve that took place in 1970. The restructuring established two Reserve Patrol Wings, one East Coast Wing and one West Coast Wing, and 13 Reserve Patrol Squadrons.
The Squadrons first flew the SP2H "Neptune" but soon transitioned to the P-3 "Orion" during the mid-1970s. From the initial P-3A models, Reserve aircrews transitioned to the more capable P-3B TACNA V MOD and then onto the P-3C. Eventually, COMRESPATWING Squadrons came to operate the most modem P-3Cs in the fleet, which included AlP, BMUP and Update III aircraft.
Throughout the 1970s and 1980s, Reserve MP A maintained a significant Cold War anti-submarine warfare force, and the Squadrons were part of the fabric of the entire country with units based from coast to coast. The Squadrons included, VP-60 and VP-90 (NAS Glenview, Illinois), VP-62 (NAS Jacksonville, Florida), VP-64 and VP-66 (NAS Willow Grove, Pennsylvania), VP-65 (NAS Point Mugu, California), VP-67 (NAS Memphis, Tennessee), VP-68 (NAF Washington, D.C.), VP-69 (NAS Whidbey Island, Washington), VP-91 (NAS Moffett Field, California), VP-92 (NAS South Weymouth, Massachusetts), VP-93 (NAF Detroit, Michigan), and VP-94 (NAS Belle Chase, LA).
With the fall of the Soviet Union and the resulting reduction in the size of the Navy, six Reserve Squadrons were disestablished and the East and West Coast Wings were consolidated into a single Wing, which became Commander Reserve Patrol Wing, currently located at NAS Willow Grove, Pennsylvania. Post-Cold War, COMRESPATWING Squadrons expanded their role by routinely integrating into Fleet operations and deploying year-round to worldwide locations in support of Fleet Commanders.
With the start of the 21st Century, a new challenge arose for the Reserve Patrol Community. Years of heavy usage on the nation's P-3 force took its toll and many aircraft started to reach the end of their service life. In order to provide a bridge to the follow-on Patrol Aircraft, the P-8A Poseidon, COMRESPATWING Units were called upon to embark upon an unprecedented integration and asset sharing initiative. To assure the maximum return on national assets, COMRESPATWING transferred its most capable P-3s to its Squadrons co-located with Active Component Squadrons and concurrently disestablished stand-alone P-3 Squadrons. With the disestablishment of COMRESPATWING on 30 June 2007, two remaining Reserve Patrol Squadrons will continue to serve the nation under the control of their Active Component Wings. The thousands of Officers, Chiefs, and Sailors who have served in Reserve Patrol Wing Units leave behind a proud legacy of professionalism, service and camaraderie.

Navy Operational Support Center Jacksonville Public Affairs
On April 12, Navy Operational Support Center (NOSC) Jacksonville hosted a detailing brief by full time support (FTS) detailers for local FTS Sailors.
According to NOSC Career Counselor NC1(AW) Kevin Wager, this opportunity allowed Sailors to be hands on with their detailers, which he said makes a big difference in communication and understanding.
"Sailors actually get to see the process by which detailers make their decisions, a great experience that many Sailors will never get in their Navy career," said Wager.
Sailors seemed grateful for the opportunity to get questions answered directly from their detailers as well as the chance to meet face to face.
"I want to go back active and if I had not come by I would have been so lost," said AEAN Javaughn Griffin from VP-62. "My detailer helped me understand what I needed to do in order to better my career and get back on active duty. "
The local Sailors were not the only ones excited about the visit, the detailers were also happy to be in Jacksonville.
YNC Carrie Persiani, the yeoman detailer said she really enjoys the trips because she gets to meet with Sailors and it takes away any confusion the Sailors may have.
"It is always nice to be able to put a name with a face not only for us but for the Sailor," said Persiani. "Seeing us face to face helps the Sailor be more comfortable with who we are and they can get their answers straight from us."
BM3 Shannon Pitt from NOSC met with her detailer for the first time in her Navy career. Pitt said the face-to-face conversation helped her understand the dos and don'ts of getting orders.
"I was glad that I did not have to talk to a voice on the phone," said Pitt. "It made it hard to misunderstand each other and eventhough there was no real negotiating room for me as far as where I wanted to go, I was able to express personally to my detailer that I am going to do my best and make the most of wherever I have to go."
CMDCM(AW/SS) George Hutchison, the command master chief over the FTS detailers, said he is glad that he got to bring so many detailers since he may not be able to anymore.
"This is such a great opportunity for Sailors to talk hands on with the person person that assigns them their job," said Hutchison. "We are currently funded for these trips so I got to bring 11 detailers out and we were able to meet with more Sailors but, come October this year we will no longer have that funding and the requesting command or Commander Career Development will fund the trips which means fewer detailers.
Hutchison said he would rather see a few detailers than none at all. He also stated that until the funding changes, the detailers are going to go see as many Sailors as possible.

There will be several softball meetings Feb. 15 in the Building 850 conference room. The season will begin in March. The following are the times of the meetings:
Greybeard – 11:30 a.m. – Open to active duty, selective reservists and command Department of Defense personnel age 30 and up.
Intramural – noon - Open to active duty, selective reservists and command Department of Defense personnel.
Women's league - 12:30 p.m. - Open to active duty, selective reservists, military dependents over 18 and Department of Defense employees.
Commands having their athletic officer or designated representative attend the meeting will receive five captain's cup points. All interested personnel should attend the meeting to discuss rules and to get the required paperwork to join the league.
Open softball meeting planned
An open softball meeting will be held Feb. 16 at 3 p.m. at Mulligans. This league is open to NAVAIR and Department of Defense employees, active duty, military dependents over 18 and selective reservists. Rules as well as days of the week and times for the games will be discussed at the meeting.
Racquetball tourney
An open racquetball tournament will be held Feb. 28 through March 3 each night at 5 p.m. at the NAS Jax Gymnasium. The tournament is free and is open to all NAS Jax authorized men and women. There is a competitive division and a recreational division. Awards will be given to the winners of each division. Call 542-3239 to sign up by Feb. 22.
Sports officials and scorekeepers needed
The North Florida Military Officials Association is looking for individuals to officiate soccer, softball, football and volleyball at NAS Jax. Scorekeepers are also needed for basketball. Experience is not required. If interested, contact Jesse Beach at 771-1333.
Navy Southeast Regional Running and Triathlon Team
Attention competition runners. Represent U.S. Navy in 5K, 10K, marathons and/or triathlons? The U.S. Navy will showcase elite active duty men and women in regional races. Uniforms are provided as well as transportation, entry fees, and lodging costs. Interested runners must compete in a sanctioned (USA Track and Field, USA Triathlon Association, or Roadrunners Clubs of America) race and your time must be one of top 10 regional qualifying times.
If you have run in a sanctioned race and your time meets the regional qualifying time, contact your base athletic director.

 CDR Guy Jackson Cmdr. Guy Jackson relieved Cmdr. Mark Fava as the 25th commanding officer of the VP-62 ''Broadarrows'' Nov. 5 during a change of command ceremony in Hangar 1000. Commander, Naval Air Force Reserve Rear Adm. Jeffrey Lemmons was the guest speaker.
Jackson, a native of Marietta, Ga., received his commission from the United States Naval Academy in 1987. After completing basic aviation training at NAS Pensacola, Florida. and advanced navigator training at Mather AFB, Calif., he earned his naval flight officer (NFO) wings in April 1989.
Jackson reported to NAS Jacksonville for Fleet Replacement P-3C NFO training at VP-30, followed by his first fleet tour with VP-45.
At VP-45, he served as assistant CMS officer, personnel officer, AW division officer, NFO training officer, instructor at the navigator/communicator (NAVCOMM) and tactical coordinator (TACCO) positions, and training department head. Serving three years with VP-45, he deployed throughout the North Atlantic, Mediter-ranean Sea and Caribbean in the P-3C Update III.
Jackson returned to VP-30 as a fleet replacement instructor in November 1992. While at ''The Pro's Nest,'' he instructed in the P-3C Update 2, Update 2.5 and Update 3. He also served as aircrew coordination training officer, AE/AO branch officer and instructor TACCO.
In February 1995, Jackson joined VP-62, leaving active duty service to pursue an MBA. While serving in VP-62, he held numerous billets including assistant operations officer, AV/ARM division officer, command services department head, administrative officer, maintenance officer and executive assistant.
He was recognized by the Naval Reserve Association as the Jacksonville Area Naval Flight Officer of the Year in 1996. Jackson is a designated patrol plane TACCO, NAVCOMM blue card evaluator, TACCO blue card evaluator and mission commander.
Jackson was also the mission commander for Combat Aircrew One, the first Reserve AIP crew and winner of the 2001 Liberty Bell Antisubmarine Warfare Excellence. He has participated in detachments to Iceland, Italy, Greece, Scotland, Australia, Panama, Ecuador, El Salvador, Puerto Rico, Key West and Japan.
Jackson resides in Flem-ing Island, Fla., with his wife, Cathy and their children, Chelsea, Matthew and Alexis.
 CDR Mark Fava Fava led the squadron the past 15 months through active reserve integration, both in planning and operational execution.
Under Fava's leadership, VP-62 completed detached operational commitments to all areas of the world, while working hand-in-hand with two active component squadrons to train and transition surge ready, Aircraft Improvement Program (AIP) trained, combat aircrews.
Directly in line with fleet requirements, he qualified crews in the Advanced Readiness Program, an arduous two-week training process.
VP-62 was the first Reserve P-3 squadron to implement an ''in-house'' AIP training syllabus to ensure reserve aircrews would be capable, proficient, and surge ready well ahead of schedule.
In May 2005, with the strong support of both the active and reserve leadership, the Broadarrows were the first reserve squadron to employ AIP in Central Command (CENTCOM) in support of Operation Enduring Freedom and Operation Iraqi Freedom.
For their efforts, VP-62 Combat Aircrew One was awarded not only the Commander, Reserve Patrol Wing Crew of the Quarter, but the similar honor for active duty crews from Commander, Patrol Recon-naissance Wing Eleven, a historic first. In the fall of 2005, three more crews completed successful detachments to CENTCOM.
Over the past 15 months, VP-62 surpassed 27 years and more than 91,700 hours of mishap free flight and advanced over 75 Sailors to the next paygrade.
Fava will He will report for duty at the Naval Inspector General's Office in Washington, DC.
Cmdr. Jack Monday, a drilling reservist and captain for Southwest Airlines, has assumed duty as VP-62 executive officer.
VP-62 is under the operational control of CPRW-11 and administrative control of Comman-der, Reserve Patrol Wing. The squadron consists of 245 drilling reservists and 110 full time support personnel.
Broadarrow reservists travel from hometown locations all over the Eastern seaboard to train for operational missions in support of national defense.

AD2 Sterlin Charles of VP-62 was commissioned an ensign in the United States Naval Reserve March 13. ''I have been waiting for this day for a very long time,'' said Charles, who has applied for the Aviation Maintenance Duty Officer Program three times over the past two years before he was finally selected. ''The third time was the charm for me,'' he stated, happily.
Born in Port of Spain, Trinidad in 1975, Charles moved to the United States with his parents, Neil and Pearl to New York City.
He enlisted in the Navy in October 1995, attending boot camp at Recruit Training Command, Great Lakes, Ill. Upon completion of basic training, he reported to NAS Millington, Tenn. for Aviation Machinist Mate ''A'' school. After graduating in April 1996, Charles reported to NAS Patuxent River, Maryland. for his first career assignment at Naval Force Aircraft Test Squadron.
In February 1999, Charles joined the ''War Eagles'' of VP-16 at NAS Jacksonville, Florida. While there, Charles earned his Federal Aviation Administration A&P License and his Federal Communication Commission License.
During a six-month deployment to NAS Sigonella, Sicily where he was frocked to petty officer second class in December 1999, he completed the Department of Labor U.S. Military Apprenticeship Program for aircraft engine mechanic.
In March 2001, Charles joined VP-62, leaving active military service to complete his bachelor of science degree from Embry-Riddle Aeronautical University.
Upon completing his degree in May 2001, he decided to continue his education, graduating with a Masters of Aeronautical with Distinction in October 2003.
As a member of VP-62, Charles has performed active duty at NS Roosevelt Roads, PR and at NAS Jacksonville, Florida. He earned his enlisted aviation warfare specialist designation in February 2003 and was recognized as the 2002 VP-62 Selected Reserve Junior Sailor of the Quarter for the second quarter.
''I feel honored and humbled,'' Charles remarked during his commissioning ceremony. ''I'm wearing this uniform today because of that very important Navy Core Value, Commitment.''
''I'm able to celebrate today having the privilege of serving with many hard working Sailors over the past eight years.''
Charles will now join the reserve team of officers at Naval Air Depot, Jacksonville as a program manager. He is married to the former Barbara Lee Camacho and they reside in Jacksonville with their sons, Devin and Nicklas.
